Long time ago I created Apple ID. I forgot password and questions.
Can I remove that account and create new account with same email?
Maybe I need write some msg from that email account to delete apple account?

You will not be able to create a new account with the same email. You will need to create another email account to use as a new Apple ID. Check with your email provider about creating another email account. You can still add the old email address to the Mail app of the device to send/receive emails.
When you sign up for the new Apple ID, make sure to use two-factor authentication. Using that will eliminate the need to have security questions and makes resetting your password easier using a Trusted Device or Trusted Phone Number.
