You or someone that also uses your Apple ID has signed up for iCloud+ on 2/24. You can view other users who are signed into your Apple ID by going to Settings > [name on top], and scrolling to the bottom.
You can downgrade or cancel iCloud+ to return to the free 5GB plan by following this Support Article:

You will want to carefully review the amount of storage you are currently using to prevent data loss by cancelling. Use this Support Article to review how much storage you are using. Once it is down to less than 5GB, then you are safe to cancel without losing data.
