Signing out of Apple ID will remove very little.

If you have already transferred the data to the new phone and you intend giving away or selling the old phone you must wipe it.

Go to Settings, General, Transfer or reset iphone, erase all content & Settings.

It will do what it says but will not delete icloud photis

You just need to reset the phone to Factory Settings.

How to factory reset your iPhone, iPad, or iPod touch - Apple Support

Signing out of the phone does not remove any photos or apps that you had previously installed. If you do not factory reset before someone else signs in, they will still be able to view your photos and even use the apps that had been installed on it previously.
