"Billing zip code" refers to the zip code your credit card bill (or bank statement if you're using a debit card) is mailed to.
Where are you seeing this? If you're seeing a request for zip code and you don't know what your zip code is, I think you're probably trying to do something in the wrong region. Are you, for example, trying to set up an account in the U.S. Apple Store when in fact, you live in a different country?
