Why can’t I download apps?
It won’t let me download apps and asks me to change my payment method because there’s an active subscription but I already canceled it.

Sounds like your payment method is no longer valid. You may want to contact Apple directly:

When you cancel a subscription you won't be able to remove the payment method until the subscription period has ended. For example if you cancel a monthly subscription 2 weeks after you signed up, you will still be able to use the service until the end of the month since you have paid for it, then after that you could remove the payment method. You also won't be able to remove a payment method if there is an unpaid balance. More information is available here along with a link to contact Apple if you want to remove the card before the rest of the subscription period runs out.
