Unable to format SSD external drive in APFS in OS Sonoma
There is no option in disk utilities on the MacOS Sonoma to erase new SSD external drive to APFS format.

That is because the User has not chosen the Drive by Manufactures Name
The Mount Point in your above image is showing " /Volumes/TM BillyM "
To do this the right way and refer to Link below

In that image the Drive Name is a " WD Elements 10B8 Media "
