Locked out

Hello fellow macbookers but anyway I just got my MacBook Pro 13 in. Back after alooong while and the person that had it must have thought I wasn’t coming back to get it and he tried to erase my MacBook and locked it up. He also Changed the Apple ID but kept same password now I can’t do nothing. Would erasing the whole Mac hopefully fix the issue after reinstalling everything? No password are working I get to the security questions and they are wrong every time. Please need help!!!!

You can schedule an in-person service appointment with an Apple Store or Apple Authorized Service Provider

Bring your Mac to the appointment, and bring your original receipt or invoice as proof of purchase.
