Does your region support a three prong AC cord (the third prong is the grounding pin)? Here is a link to the Apple grounded AC Cord (aka Power Extension Cable) for the US region....just change the region to see if you have a similar grounded cable with three prongs available:

FYI, if you use an ungrounded AC Cord with a non-Apple laptop, then you will still have the same problem if you touch any metal on it, but most other laptops are made out of plastic which would insulate you from that tingling effect.


If you are connecting other external devices to the laptop which have their own power supply, then you need to make sure they are connected to the same electrical circuit to minimize problems especially if you know the home electrical wiring has issues.


Keep in mind about the old saying.... put Garbage In, you get Garbage Out.....this applies to electricity here as well.


Of course you can always have Apple or an Apple Authorized Service Provider examine your laptop, power adapter, and charging cable to make sure they are safe & working properly, but you already seem to know that your home has electrical wiring issues.
