I can’t enable mms on my iphone 13

There is an option, in settings. Open the Settings app. Scroll down to the "Messages" tab. Then scroll until you find Send as MMS. Toggle it on. It's as easy as that. It's done. A video is in the works incase you need visuals to assist you.
