Removing activation lock on my deceased husbands phone

My Husband passed away two years ago. I am his legacy contact. He has an activation lock on his iphone12. I unfortunately don't have his appleID password in order to removed the lock. I have submitted to apple the death certificate, proof of purchase of the phone, our marriage certificate, my ID, his ID, every bit of proof I have and yet they keep rejecting my request to have the activation lock removed. Ive tried everything!!! what else can I do? What is the point of being his legacy contact if I can't access his devices?

That is how I suspected Apple performed this action …


First: Apple can NEVER provide access to the device - and the info it originally contained - as even THEY don’t know the passcode.


Next: They HAVE removed the phone from the decedent's account so it’s now available to be “activated.”


That means that the phone needs to be “reset” … at which point it can THEN be setup to ANY AppleID. (The “Setup” process is when the phone actually contacts Apple’s activation servers)

Since the phone is several iOS versions out of “currency” you might need to use a computer and cable to perform the reset:
