I have an iphone 5 c given to me by a friend who has since passed away. It's got minimal storage, but I want to use it as back up when I travel outside the US, so I don't have to keep changing my sims to see missed calls or messages on my US phone. How can I strip the previous owners information from the phone.

Simply said you can't. Apple won't help you remove the Apple ID from the phone as you're not the original owner and you don't have the original purchase receipt.
Apple has a specific process for devices to be accessed when they are deceased and this would require the estate of the deceased to request access to the sign in on the phone and they would have to provide Apple a death certificate and any other documentation detailed in this link --> How to request access to a deceased family member's Apple account - Apple Support
This is NOT going to be easy and most assuredly something you cannot do. The family of the deceased has to do it. Whether this is worth the hassle on an iPhone which is now considered Vintage or Obsolete is up to you and the family to decide.
