I bought a iphone from a person, tried to setup, it appears that there is already data, I asked the seller to unlock the phone, he said he forgot all the passwords and it is no longer his problem. Is there any way to remove his data?

If you can't reach the previous owner whose ID is on the device and have them go to https://www.icloud.com/find/, erase the device, then remove it from their account, then the device is useless. Apple won't unlock it.
