My device iPhone 11 128gb bought it on 2019, has 83% battery health, all parts are original. gets hot even when there is not a single application in the background. In other words, it suddenly starts to heat up while surfing web or watching videos on YouTube with even 240p. With half brightness, The heat comes from processor (below the camera) . I formated device . Storage is more than 70% free.

That’s likely headed for a replacement battery.
Contact Apple Support, and particularly tell them the heating-related symptoms you are reporting here.

Batteries tend to get unusually warm when they are failing, yes.
Yours is reportedly overheating near the replacement threshold 80% estimate, too.
The percentage shown is also a digital estimate of what is a very much analog battery, too.
Whether this overheating issue is caused by a failing battery, or by some other hardware issue, or maybe something else, is something Apple can take a look at.
