High Sierra is the end of the line for that iMac. You won't be able to run the HP Smart application, but you could upgrade to High Sierra and try connecting to that printer with the help of AirPrint.

We know that you can't run Sonoma. A 21.5" iMac new enough to do that would not be able to run anything as old as macOS 10.12.6 (Sierra).

Your Mac would need to be from 2017 or later to run Ventura; from Late 2015 or later to run Monterey; or from Mid 2014 or later to run Big Sur.

If your iMac is older than that, you won't be able to upgrade the OS far enough to run the HP Smart application. The choices would be to go with AirPrint (which would require upgrading the OS to at least High Sierra), or to do without the use of that printer.
I believe that any Mac that can run Sierra can run High Sierra. You would need a 21.5" iMac from Late 2012, or later, to have the option of upgrading to Mojave or Catalina.
Note that Catalina and later will not run 32-bit applications.
We need to know the model year of your iMac. If you are unsure, click the Apple symbol in the upper left of the display and then click About This Mac and it will tell you what the model year is, the size of the display and the version of Mac OS currently installed. Please provide all that information and we can advise if you can update Mac OS or not.
HP's specifications for this printer say that it is compatible with Apple AirPrint, and Apple also appears to mention the printer in their AirPrint support article.
About AirPrint - Apple Support
Apple's guide for setting up AirPrint goes back as far as High Sierra (see pop-up menu), and I believe that every Mac which can run Sierra (10.12) can be upgraded at least as far as High Sierra (10.13).

So AirPrint may be a possible fallback in the event that the OP's Mac can't be upgraded far enough to run the HP Smart printer application.
Looking on the HP site, I only see software and driver entries for Big Sur through Catalina. All of those entries refer to a HP Smart app on the Mac App Store – an app that requires Big Sur or higher.

It is a 21.5 inch desktop. 10.12.6 Sierra
4 GB
Hope that helps.
What year?
(Critical to know.)
2011
