Test a short Premium Certified HDMI cable or.. get and use a USB-C to DisplayPort 1.4 cable.
Personally I would use a USB-C to DisplayPort 1.4 cable instead of an HDMI cable.

How is the display connected to the Mac mini...?

Replace the cable with new and try? If that doesn’t fix, return it and I’d then buy a new HDMI monitor. Others may recommend trying the DisplayPort port with a dongle. IMO, it’s obsolete tech and not worth the money (or trouble), your choice.
