Robbed IPhone and no access to iCloud email. Is there a way to recover iCloud account ?

My phone was unfortunately robbed. I have since been unable to track my phone on find my iPhone. I have also been unable to recover my iCloud account with all my photos. Due to my phone being robbed I am unable to use my trusted phone number as part of the authentication and the email I had created for the my iCloud account is very old so I don’t have the password. Is there any other ways to be able to recover my iCloud account without these two things, as I would love to be able to have access to my photos that are on my old phone. Any help would be much appreciated. Thanks
