Sharing iCloud Photos by creating a shared album and allowing invited participants to create sub shared albums within it

I want to create a shared album called Events and Travels. I want invited participants to be able to create shared albums with this for specific named events or travels. Some albums would have only one contributor, some would have more than one. But all invited individuals to the main album would be allowed to create sub albums and add to any album in the master shared album.

Can this be done?

Shared albums are a flat stream of photos, no subfolders.

Each participant would have to use a separate shared album to post the images. You would have to create separate shared album for each travel event. You can have up to 200 shared albums, see: Shared Album limits - Apple Support
