I was FaceTiming with a family member tonight when I noticed the window with my image in it was changing the distance and angle of my image, as though someone was driving the camera independently of my brother and me. Any thoughts? recommendations?

Depending on what iPad model you have, you may have Center Stage enabled:

There is no adjustment on the front facing camera to change the distance or angle. You are not able to do that yourself on the device without physically moving the iPad, so it is not possible for anyone else to do that either. I don't know the reason you are seeing that, but wanted to ease your concern that no one else has control over your camera.
Thanks but I have to tell you it's really spooky. I was not holding the iPad at the time. My brother could see it on his end as well. (my image being moved, not his). But thank you for the reassurance. For the time being I have taped off the camera.
That sounds interesting but I don't have Center Stage. Also I was stationary and was not holding the iPad. Had it propped because I needed my hands free. Thanks for the reply, though. Helps to know I'm not alone with this.
