iPhone 15 pro rings loud then soft.
When I grab it it goes soft sound.

That's right. It's called Attention Aware. When you look at your iPhone as a call is coming in, the phone recognizes you're looking at it and it reduces the volume of the ringer. I find this a really great feature, but you can turn it off if you'd rather your phone continue to ring loudly, possibly annoying people around you?
If you do want to turn it off: Settings > Face ID & Passcode > Attention Aware
