Thank you! Called them up and they suggested a couple of other things: disable Apple Cash and enable it again from the wallet settings. Didn’t immediately help. Then asked if I was on a VPN, so disabled that too. Still no immediate help. Then I removed the card again, disabled Apple Cash, enabled, added card, forced restart of my phone and now it works! Not sure which step fixes it though 🤣🤣🤣
Please do a forced restart of your iPhone. Follow the instructions in the Apple Support article. A forced restart is more than turning your iPhone off and on.

How many times have you tried adding the card? Too many failed attempts can also cause issues.
Finally found this and read enough of it to solve my superficially similar problem (unable to add to Apple Cash with Debit card, multiple attempts, just says "declined by Chase")
What worked for me:
disable Apple Cash
restart my phone
enable Apple Cash
Add to Apple Cash... now works (using same debit card as before...)
Do you use now or in the past a VPN? If so, it needs to be disabled and software removed.
To all having this problem, there is a new update, make sure you have updated your OS. I did that and it did not fix the problem. I force restarted multiple times. Deleted and readded my debit card twice. I urge you to call
Apple Cash customer service. Even though they did not help me when on the phone with them, it magically started working later in the afternoon. Call them so they know that it’s a viable isssue for you. 877-233-8552.
Same. I have called my bank and they said there are no issues on their side. Deleted and re-added my debit card manually in case something was amiss with the numbers. Did a force restart as recommended here. Called Apple Cash support, they requested I update my OS. Doing that made me drop the call. Called back and was transferred to a supervisor who could not determine why I was having issues. I now have a case number and am awaiting a call from an engineer that could take up to 2 days.
I hope someone else in the meantime figures out how to fix this issue.

This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Let’s get you over to an Apple Cash Specialist at Green Dot Bank and see if the receiving bank can see anything with your account or incomplete transaction.

I am having the same issue. I added my debit card yesterday, tried to transfer money before I realized I had not gotten the “all clear” from my bank. After I did get the notice from my bank that the debit card is ready to use with Apple Pay, it would still decline almost immediately after passing the Face ID step. Updated my phone to the latest iOS, force restarted about 5 times now, and still get the immediate fail, card declined notification after the Face ID.
also removed and re-added the card today and that made no difference.
What troubleshooting steps have you performed so far?
Set up my debit card in Wallet. Added it to Apple Cash. Accepted the terms from my bank. Tried to add money to Apple Cash so I can send it to someone. And would get a message that it failed and my debit card was declined.

I’m wondering if it’s not a bug or glitch in their system. I’ve tried for 2 days to get apps, and it comes up with a red exclamation mark ❗️ says payment not complete. I have 3 forms of payment, all good. I’ve removed and re added them more times than I can remember.
All family accounts and mine are all 0 balances. I’ve also tried to add money to my account and can’t do that either.
I hope they get this fixed because I need some apps for college!!!
I’m having the same issue, and can use my debit card for Apple Pay, but loading cash to Apple Cash has failed for 3 days now. I’ve talked to engineers multiple times, my financial institution, no resolution.
What is the exact error message you receive when attempting to transfer funds? Are you following the steps in this Apple Support article?
