Eligibility for Apple TV+ 3-month free trial

I recently purchased a new 9th generation iPad. Under Settings, it indicates that I have an Apple TV+ 3 month free trial that expires April 23, 2024 (I am writing this on March 6, 2024).

However, when I try to check my eligibility, it takes me to the 7 day free trial offer option, and does not indicate WHY I am not eligible for the 3 month free trial.

How can I find out the reason that I am not eligible? Thank you for any info that might help.
