Can I do an iOS update higher than 16 on my iPhone 7 Plus?
Can I get or do an update higher than 16 on an iPhone 7 Plus. I need to download an app but it won’t allow me to.

You can't even update an iPhone 7 to iOS 16, so you most definitely cannot update it to iOS 17. If you need an iOS version higher than the maximum iOS 15 an iPhone 7 can run, then you need to invest in a newer, more modern iPhone.
