Iphone SE at 15.8.3 but i need it at 16 for an app.
is it possible?
or is it at its limit and will never update any further?

Sorry, but your original iPhone SE is now too old and underpowered to be updated past iOS 15.8.3. If you need iOS 16 or higher, then you'll need to retire your old iPhone and buy a newer, more modern iPhone.
If you have the original iPhone SE, no. You can’t update any further. IOS 15 is as far as that one can go.
