Update to iOS 17.4 in « non UE » version

For the security reasons already mentioned at length by Apple, I would like to update my devices to iOS and iPadOS 17.4 but avoiding installing the EU version (I reside in UE) that opens to sideloading and other nonsense that I do not want and that, in my opinion, weakens the security of the OS concerned.

Do you know if it is possible, by connecting via a VPN for example, to avoid having the EU version and being able to have the version of the rest of the world that is not affected by the negative effects of the DMA?
