My son passed way and I don’t know his passcode

First off … understand that it’s impossible to EVER obtain the passcode to the device.

The “best” you’ll ever be able do thru Apple’s process is regain access to the AppleID.

You WILL then be able to “re-purpose” the device, but any data currently on the device - if not sync’d to iCloud - will remain irrecoverable w/o the passcode.

Unfortunately, access to an Apple device is not possible for privacy reasons and no one, not even Apple has that ability.
