External drive on Mac Mini 2014 (used as server), not showing until after login.

I have a Late 2014 Mac Mini running Monterey. It is being used as a

File / Plex server. After a restart the internal drives show up on the

network okay but the 8TB USB drive does not initially show.

If I connect to the server using screen sharing and log in to the

server, then the external drive will show on the network. I am sure its

something to do with permissions but haven't a clue!

Read / write permissions to the external drive are set to "everyone"
