If you don't have the music then combining the libraries is moot. All a library listing consists of is a bunch of pointers to music files. Even if you have the catalog file from the old computer it won't get the music files if they are not around.

You don't need the computer, but you do need to have a copy of each of the libraries somewhere. Otherwise the "combine" will not get very far.
