How can someone else use your apple pay if you have your card on you
I had my phone in my possession and someone try to use my applepay to purchase a metrocard in NYC on the train. It was declined for insufficient funds.

You can add the same card to multiple devices. It sounds like someone else has your card information and added it to their devices wallet for use with Apple Pay. I recommend contacting your bank immediately.
