How do I pay someone with Apple Pay (not a store)?

You can’t. Apple Pay is not an account you can deposit funds into or withdraw/transfer funds. Apple Cash is probably what you’re referring to. Apple Cash is a virtual prepaid debit card that permits the transfer/sending of funds to your friends, relatives etc. in what are called Person to Person transfers ( P2P). It’s important to understand the P2P does not offer any kind of fraud protection and if you don’t know the person, you may be getting scammed and will not be able to recover your funds.
