Why can't I change the write speed when I burn music CDs in iTunes?

When I burn music to CD-Rs it seems to write at maximum speed only, no matter what I set iTune's write speed at. It appears that iTunes software and burner hardware are not communicating 100%. I have tried two brand new external writers: Verbatim and ASUS and can't adjust the write speed on either. Any suggestions would be appreciated.
