Anyone can buy an iPhone in the US, whether from Apple directly to an Apple Store for pickup; e.g., Apple Dade - closest to Miami International Airport...
All warranties are honored but may come with a cost... This depends on where you live, and if that region of the world has Apple-certified dealers/repairers...
You may also wish to buy the extended warranty better known as AppleCare, which covers for 3 years... and gives you protection should you need to follow up with a US-based store in your future travels...
I say this because I have been buying/using Apple products, since 2005 (e.g., 1st iPhone to now, iPads, iMacs, MacBook Pro, MacBook Airs, and Beats), and Apple has always honored its under-warranty products without any problems... All my iPhones were bought to connect to any carrier... it had the option for regular SIM and eSim with models starting from the iPhone X onwards... some even had 1 physical SIM and 2 eSIMs from iPhone 13 onwards...

Whether you will have issues purchasing an iPhone in the U.S. does not depend on U.S. citizenship. It depends on U.S. residency.
You should absolutely purchase an iPhone in the country where you reside. It cannot be serviced elsewhere, may not function properly, and its warranty would be invalid.

Another potential issue past (the lack of) international warranty coverage and such mentioned above: all iPhone 15 and iPhone 14 models sold in the US are eSIM only. No SIM.
