Can I use a deleted/ deactivated Apple ID details to create a new one?

I found out that 2FA can’t be deactivated on some apple accounts, including mine. I don’t like that. If I completely delete my current Apple ID with 2FA enabled, would I then be able to use the exact same email address, number, other information to create a new Apple ID? If that won’t work, is there any other way to disable 2FA on my account?

No, you're not going to be able to re-use the same email.

Also, from Apple:

If you create a new Apple ID on a device with iOS 13.4, iPadOS 13.4, macOS 10.15.4, or later, your account automatically uses two-factor authentication. If you previously created an Apple ID account without two-factor authentication, you can turn on its extra layer of security at any time.

If it has been enabled for more than 14 days, it cannot be disabled.

If you explain what problems you're having with 2FA, perhaps someone can help you resolve them.
