I have a M1 iMac running Mac OS 14.3.1.
I cannot reorganise the photos in the holiday album which I have just created. They just will not be dragged to a new position in the order they are displayed.
Also I note that a number of photos are missing on my iPhone as normal. There is plenty of space on my iCloud and on my phone's memory. (iPhone ME series 3 running iOS 17.4)

Is your Holiday Album a Smart Album? You didn't say, but if that's the case, then the problem is that Smart Albums can't be sort randomly. Since a Smart album can change its contents any time a new picture is added with the right criteria, it couldn't fit in without knowing the rule you used for arranging. So Smart Albums can be sorted by time or title, but not randomly. If the content isn't changing, you could copy the pictures to a regular album and then drag them where you wished. Another option is to give them titles with an index, like "001-President's Day" and then sort by title.
