My kids phone has FaceTime app blurred out. I can’t turn off iMessages and her iPad won’t let me do either. Why?

You may have Screen Time Restrictions set to ON. On your child’s iPhone,
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions : Set this switch to OFF.
If the above method gets the issues resolved, then you may still want to go back into Screen Time and set it the way you would like on your child’s iPhone.
