My new TNT/Smart Sim won’t work for mobile phone billing.

I’m from the Philippines and mobile phone apple billing is okay to use here. I recently bought a new sim, which is what’s needed for the mobile phone billing, a tnt or smart sim card, but it doesn’t work it just shows this. This new sim phone number with 0963, when I tried it on my other phone number which starts with 0948, it worked, so dows my new tnt sim not work for this anymore? do i need to buy a ”smart” sim instead? cus they’re just the same. Please help me TT
