I might question "Anker 100W power brick" ...if now 2 Macs in a row somehow you have battery/charging issues.
Why not use the supplied charger that ship with your Mac and compare those results.
I can not account for your third party "power brick." or your third party "Battery Health 2 and coconutBattery" apps.
There is no need to micro-manage your battery or battery charging.
The rule of thumb—if you are near the mains leave it plugged in, if you need the portability then run on the battery only—this is how you help optimize your battery charging and extend the working life of your battery by reducing the cycle count.
