iCloud photo question

I have an external hard drive that is keeping rounghly 1.5 tb of old photos and videos. An aging iMac desktop is plugged into the external hard drive and I see iPhotos through that. Is there a way I can upload all those photos to iCloud? I’m getting an error message that you can’t upload photos that are on an external hard drive. Thanks!
