This only happens with one contact. When I receive a text with a voicemail from this contact, my iMessages to them stop working. To me it looks like a text has been sent (ie, green vs blue like iMessage), but they never receive the text at all.

Can’t delete this post, but I just figured out the problem. The contact is leaving me a voicemail from their home phone (not mobile). So then the text conversation switches to trying to send texts to their home phone instead of their iPhone.
