Disable screentime passcode and accessibility tools?

I want to disbable both screen time and the accessibilty tools on all devices?!!! Is that possible? Also for added security in place of those features are you allowed to lock certain apps which your device?! How is it that I am not seeing the ability to reset the main device passcode and reset face ID on my iphone?
