Use the OS X 10.6 Snow Leopard upgrade DVD to reinstall macOS 10.6. Update macOS 10.6 with all update patches to 10.6.8.
You also need to download the macOS 10.11 El Capitan installer using any other computer & OS which can access the Internet. Then transfer the download macOS 10.11 installer to the 2009 MBPro with macOS 10.6.8 on it. Run the .pkg file from the mounted .dmg file to extract the real installer into the Applications folder. Read the instructions in the following Apple artice:

You can now create a bootable macOS 10.11 USB installer using the instructions in the following Apple article, or you just run the "Install macOS El Capitan" installer app now located in the Applications folder to upgrade the laptop.
