Use the OS X 10.6 Snow Leopard upgrade DVD to reinstall macOS 10.6. Update macOS 10.6 with all update patches to 10.6.8.
You also need to download the macOS 10.11 El Capitan installer using any other computer & OS which can access the Internet. Then transfer the download macOS 10.11 installer to the 2009 MBPro with macOS 10.6.8 on it. Run the .pkg file from the mounted .dmg file to extract the real installer into the Applications folder. You can now create a bootable macOS 10.11 USB installer using the instructions in the following Apple article, or you just run the "Install macOS El Capitan" installer app now located in the Applications folder to upgrade the laptop.

If you don't have the OS X 10.6 Snow Leopard upgade DVD, then you will need to purchase it or you will need access to another compatible Mac which is compatible with macOS 10.11 which is generally a model from 2007 to 2015.
