iCloud Photos is a syncing service not a storage service. They will always be the same on any device that has iCloud Photos turned on. If you have more than one device using iCloud Photos, then it can be turned off on one device. In that case you can then delete the photos on that device and they will not affect the iCloud Photos that are available on the other devices. If it is turned off on all devices, then the photos in iCloud will only remain there for 30 days and after that, they will be deleted.

Thanks for a very clear and complete explanation! Much appreciated. What is the simplest way to store them on an easily available device for backup? I'm guessing that a thumb drive would work best, but maybe there are newer small devices available. Thank you.
