Saved voicemails gone

After updating my iPhone 13 to iOS 17.4, I lost all of my saved voicemails. I have exited the phone app, restarted my phone, and attempted to find them on the cloud to no avail. They are voicemails from my deceased mother, and i am desperate to get them back.
