Scroll down to the bottom of your Voicemails to the "Deleted Messages folder." From there you can recover recently deleted Voicemails. But once deleted from there, they are gone from the iPhone, but your carrier may have a saved record of them.

Did you look in the Deleted folder? If they are gone from there, they are most likely gone for good. You can try calling into your voicemail the old-fashioned way and seeing if they are there. How you go about doing that depends on your carrier. With my carrier, I dial *86 and then enter my passcode. Contact your carrier for further assistance.
Open your voicemail message list and scan all the way down to the bottom of the page, where you'll Deleted Messages and Blocked Messages.

Then that means you have no Voicemails within the Recently Deleted messages folder, either because you never deleted any or permanently deleted them off your iPhone. If you are certain you deleted Voicemail messages, then the best course of action to proceed is by contacting your carrier.
