while Ipad was updating, Ipad seems to be stuck. switches back between Apple logo and black screen. Tried to update thru Itunes and received error message 4013 error. Tried several times with the same outcome. Will not update or restore.

Try the steps here - If you see error 4013 when you restore your iPad - Apple Support
