Error recording 4 cameras on iCloud+ 200gb plan

I have four cameras total and an iCloud+ account with 200 GB of storage. From Apple documentation it looks like I should be able to record up to five cameras at one time. When I add three of my cameras and turn on stream and record it is fine. When I go to turn on stream and record for the fourth camera, I get the included error message. I have tried removing the last two cameras and re-adding them as they are connected to a completely separate bridge. Every time I do, I end up with the same issue. The third camera in the set will allow recording just fine. But when I go to enable the fourth cameras recording it gives me this error. Has anyone run into this and does anyone have a fix for it? I have worked with Apple support and surprisingly they were no help at all.
