I have a passcode to access my iPad but then I have to use the same passcode to access my passwords in settings. What can’t I set up a different passcode for the latter access?

Indeed, many (including myself) have requested this change.
While not adding capability of using an independent Passcode for Keychain/Password access, Apple have introduced Stolen Device Protection - but this new feature is currently only available for iPhone:

For many, inclusion of this feature for iPad would greatly improve the security of iPad devices - which, given their portability, are similarly likely to be stolen or snatched. With iOS for iPhone and iPadOS for iPad being so closely related with a common code-base, it would be a logical enhancement to release Stolen Device Protection for iPad.
At present, the only way to prevent access to your saved Passwords using the device Passcode is to discontinue use of saved Passwords in iPad - and use an entirely independent Password Manager with your Apple devices. Consider using BitWarden Password Manager - this being entirely free to use unless you wish to access a few advanced features:

As already outlined, Apple does invite submission of comments and feature requests bug via its Product Feedback portal. If you would like to see changes, this is the most appropriate channel through which to make your views known to Apple. If enough requests are received, we may see positive change.
