”No” if it was replaced by insurance. (and any attempts to do so might constitute insurance fraud)
“Maybe” if it was simply blacklisted by your carrier at your request. (You’ll need to contact your carrier)

Was your phone replaced under any insurance coverage?
If so, the phone belongs to the insurer.
Alternatively, it was possibly reported lost/stolen and blacklisted by your carrier.

What did your carrier say when you contacted them?
