Unable to reactivate recovered iPhone 11

My iPhone 11 was reported lost or stolen and whenever we try to activate it a gain it says this iPhone was reported lost or stole please visit https://support.apple.com/found

”No” if it was replaced by insurance. (and any attempts to do so might constitute insurance fraud)

“Maybe” if it was simply blacklisted by your carrier at your request. (You’ll need to contact your carrier)

Was your phone replaced under any insurance coverage?

If so, the phone belongs to the insurer.

Alternatively, it was possibly reported lost/stolen and blacklisted by your carrier.
