If you have an Apple Gift Card or App Store & iTunes Gift Card, then yes, you should be able to use it for in-app purchases. An Apple Store Gift Card cannot be used (usually a solid gray/white/silver/gold color). See here for more information.

Do note that Apple might require a valid payment method on record if you don't have one already (which cannot be a gift card) for verification purposes. It may be charged a small amount to verify it but this will be automatically refunded.
