Touch Bar on MacBook Pro disabled after installing Mac OS update 14.4

The Touch Bar on my 2020 M1 13" MacBook Pro is disabled/dark after installing Mac OS update 14.4, and there are no longer settings for the Touch Bar in the Keyboard pane of the System Settings.
