Transferring pictures contacts etc. from stolen android phone to new iPhone

Without the phone you cannot. If you have the items stored outside of the device (a cloud service, your email account, etc.) you can import those by downloading from the source, adding the account, etc.

Both your photos and your contacts may be store in your Google account. Download the Google Photos app to your iPhone and log in. Add your Gmail account to Settings>Contacts>Add Account.
